The Bombay Psychological Association (BPA) 

was established in 1945 as a quasi academic 

organisation with the objective of bringing 

together psychologists, psychiatrists and others, 

in an exchange and sharing of views on the 

subject of psychology. The BPA hosted a grand 

International Conference at the Hotel Taj 

President earlier and now announces its Second 

International Conference ‘Family at the 

Crossroads: 21st Century’ to enable an academic 

exploration of the dynamic nature and functions 

of the family in the 21st century

Amidst the rich diversity of cultures in India, the 

social glue that has stood the test of time is the 

family. Right from fulfilling basic needs to 

actualizing one’s potential, the family has been 

an integral element in the development of the 

individual.

Obama proposes $100M for brain mapping project

WASHINGTON - President Barack Obama on Tuesday proposed an effort to map the brain's activity in unprecedented detail, as a step toward finding better ways to treat such conditions as Alzheimer's, autism, stroke and traumatic brain injuries.
He asked Congress to spend $100 million next year to start a project that will explore details of the brain, which contains 100 billion cells and trillions of connections.
That's a relatively small investment for the federal government - less than a fifth of what NASA spends every year just to study the sun - but it's too early to determine how Congress will react.
Obama said the so-called BRAIN Initiative could create jobs, and told scientists gathered in the White House's East Room that the research has the potential to improve the lives of billions of people worldwide.
"As humans we can identify galaxies light-years away," Obama said. "We can study particles smaller than an atom, but we still haven't unlocked the mystery of the three pounds of matter that sits between our ears."
Scientists unconnected to the project praised the idea.
BRAIN stands for Brain Research through Advancing Innovative Neurotechnologies. The idea, which Obama first proposed in his State of the Union address, would require the development of new technology that can record the electrical activity of individual cells and complex neural circuits in the brain "at the speed of thought," the White House said.
Obama wants the initial $100 million investment to support research at the National Institutes of Health, the Defense Advanced Research Projects Agency and the National Science Foundation. He also wants private companies, universities and philanthropists to partner with the federal agencies in support of the research. And he wants a study of the ethical, legal and societal implications of the research.
The goals of the work are unclear at this point. A working group at NIH, co-chaired by Cornelia "Cori" Bargmann of The Rockefeller University and William Newsome of Stanford University, would work on defining the goals and develop a multi-year plan to achieve them that included cost estimates.
The $100 million request is "a pretty good start for getting this project off the ground," Dr. Francis Collins, director of the National Institutes of Health told reporters in a conference call. While the ultimate goal applies to the human brain, some work will be done in simpler systems of the brains of animals like worms, flies and mice, he said.
Collins said new understandings about how the brain works may also provide leads for developing better computers.
Brain scientists unconnected with the project were enthusiastic.
"This is spectacular," said David Fitzpatrick, scientific director and CEO of the Max Planck Florida Institute for Neuroscience in Jupiter, Fla., which focuses on studying neural circuits and structures.
While current brain-scanning technologies can reveal the average activity of large populations of brain cells, the new project is aimed at tracking activity down to the individual cell and the tiny details of cell connections, he said. It's "an entirely different scale," he said, and one that can pay off someday in treatments for a long list of neurological and psychiatric disorders including schizophrenia, Parkinson's, depression, epilepsy and autism.
"Ultimately, you can't fix it if you don't know how it works," he said. "We need this fundamental understanding of neuronal circuits, their structure, their function and their development in order to make progress on these disorders."
"This investment in fundamental brain science is going to pay off immensely in the future," Fitzpatrick said.
Richard Frackowiak, a co-director of Europe's Human Brain Project, which is funded by the European Commission, said he was delighted by the announcement.
"From our point of view as scientists we can only applaud and say we will collaborate as much as possible," he said. "The opportunities for a massive worldwide collaborative effort to solve the problem of neurodegeneration and psychiatric disease will ... really become absolutely feasible," he said. "We need that."

Indian Institute of Technology Kharagpur invites applications from the Indian nationals for filling up of the following positions on Contract / Deputation basis:

1. Deputy Registrar:  4 (four) posts

Pay Band: ` 15600-39100/- (PB-3) + Grade Pay ` 7600/- and allowances as admissible.

Qualification & Experience: A postgraduate degree with at least 55% marks or its equivalent grade of ‘B in the UGC 7 point scale; along with:

(i)  9 years’ of experience as Assistant Professor in the AGP of ` 6000/- and above with experience in educational administration, or

(ii) Comparable experience in research establishment and / or other institutions of higher education, or

(iii) 5 years’ of administrative experience as Assistant Registrar or in an equivalent post in IITs / University
System / Research Institute / Central Government Departments.

Desirable: Experience / Exposure to computer based Finance & Accounting / Audit / Academic / Purchase & Stores / Establishment will be preferred. Preference will be given to the candidates who have passed the final level of Chartered Accountancy examination.



9. Counsellor: 6 (six) posts

Pay Band: `15600-39100/- (PB-3) + Grade Pay ` 5400/- and allowances as admissible.

Qualification & Experience: Masters degree in Psychology with specialization in clinical / social psychology with 2 years experience in psychological counselling in a Clinical, Medical or Academic institution of repute.

Desirable: i) M. Phil/Ph.D. in psychology preferred.

ii) Experience in psychological counselling of young adults living in a fully residential campus of an academic institution of repute.


10. Assistant Registrar: 1 (one) post [number of posts to be increased]

Pay Band: `15600-39100/- (PB-3) + Grade Pay ` 5400/- and allowances as admissible.

Qualification & Experience: A postgraduate degree or equivalent with at least 55% marks or its equivalent grade of B in the UGC 7 point scale along with a good academic record.
Desirable:    (i) 3 years experience at supervisory level; (ii) Experience in Computer System & Applications, Office Automation.

General Information

1 Reservation for ST / SC / OBC / PD / Ex-Serviceman as per Government of India Rules.

2 Initially the appointment will be made for a period of 3 (three) years on contract / deputation basis.
Based on the performance they may be regularized in the post.

3.  Government strives to have a workforce which reflects gender balance and women candidates are encouraged to apply.

4 Persons employed in Government / Semi Government Organizations / Autonomous Bodies should submit their application through proper channel. They may, however, send an advance copy of the application. Those who are unable to process their application through proper channel may submit No Objection Certificate (NOC)’ from present employer during the time of interview. 7 The Institute reserves the right to relax experience in exceptional cases, or in the case of persons already holding analogous positions in a Central Technical Institute / University / Research Institution.

8 The upper age limit for the posts Sl No. 1 & 2 are 55 years, 3 & 7 are 50 years, 4  is 45 years, 5, 6, 8, 9 &
10 are 40 years.

9 The Institute also reserves the right of rejecting any or all the applications without assigning any reasons thereof.

10.  The Institute reserves its right to offer lower post if the candidate is not found suitable for the post applied for. Higher initial basic pay may be given to exceptionally qualified and deserving candidates(s).

11.  Age relaxation for SC/ST and women candidates is applicable as per Government norms.

12.  Age relaxation may be given to the candidates having more experience / qualifications.

13.  A relaxation of 5% may be provided from 55% to 50% of the marks at the Master’s level for the SC/ST
category for the posts as per UGC notification.

14.  A relaxation of 5% may be provided from 55% to 50% of the marks to the Ph. D. degree holders who have passed their Master’s degree prior to 19th September 1991 for the posts as per UGC notification.

15.  Relaxations in qualifications and eligibility criteria will apply as per MHRD/UGC norms.

16.  Candidates applying for more than one post may apply separately for each post.


17The Institute reserves the right to conduct the written / screening test, if the number of applicant is large for a particular post.
